UK Councils Intend to Sell Off Community Hubs and Sports Centres to Manage Finances

According to a recent poll of local authorities, UK councils are planning to offload social clubs, sports centres, and shopping arcades as they bet on a fire sale of properties to stabilize finances.

Growing Financial Pressures Prompt Asset Sales

The Key Cities Group for major urban areas in the UK stated that 60% of councils are planning to dispose of properties to meet the escalating costs of social services for vulnerable individuals.

Local governments have previously faced criticism for selling public land and land to support their budgets, but they argue they must continue to raise vital cash from property disposals or declare themselves bankrupt.

This coalition noted that a high proportion of councils attempting to raise money from a fire sale of holdings marked “a clear change from 2024, when the majority (60%) of local leaders said they would focus on service redesigns and utilising financial reserves to weather growing fiscal pressures.”

Detailed Cases of Proposed Sales

One local authority in Kent said its asset disposal plan featured the disposal of a retail complex in Rainham and a community venue in Rochester to raise 20 million pounds over the next half-decade.

  • Gillingham golf club and business parks owned in two English counties, which all generate rent for the authority, will also be disposed of under the strategy.

Council Tax Increases and Broader Fiscal Pressures

This research of councils in the key cities group, which includes several urban centers, also found that over seven in ten of authorities will need to increase council taxes next spring to address the growing cost of essential services, higher levels of homelessness, and a persistent housing shortage.

The authority explained it will proceed with property disposals after sharp increases in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are adopting innovative approaches but certain measures take time to deliver both improved services and financial savings,” said Vince Maple.

He continued: “We face demographic pressures which will continue to add to the pressures we have. As a local government body, we had a 91% cut in our revenue support grant from 2010-24, which is extremely difficult.”

Countrywide Trends and Projections

A survey of regional authorities recently also found local finances being stretched by the increasing figures of young people and older individuals needing special educational assistance.

A network of councils projected that council deficits will hit 4.4 billion pounds a year by 2029, as they grapple to manage increased demand.

Government officials have delayed scheduled changes to the special educational needs framework until the coming year after a policy document setting out those reforms was recently delayed.

Disadvantage and Funding Shortfalls

Based on the most recent deprivation measures (the Index of Multiple Deprivation) for English councils, many key cities members were among the most deprived in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 across the country under the latest deprivation indices,” said the study.

“While only a single urban area is among the ten most deprived for deprived neighbourhoods nationally, urban areas are far more likely to be in the most deprived fifth of the nation. The figures underscores the scale of difficulties confronting municipal officials across major urban centers in the coming year,” the report concluded.

“Local government leaders have been clear about the need for a fair and sustainable financial structure that reflects and addresses the actual extent of deprivation and need,” said Michael Mordey.

“Lacking this, councils will persist to face impossible choices around which essential services to fund, and which to reduce, to the detriment of their residents.”

One in five of councils have reduced or weakened social care provision in the past 12 months, the survey revealed.
